[Systems] Trac moderation confuses users

When we introduced moderation, we decided all moderation mails should go
exclusively to me since moderation requests were expected to be (and IMO
are) low frequency enough that it isn't worth having more than more
person handle them on a regular basis. Iff I receive moderation
notifications, I handle them in a timely manner: almost all within 24h,
sometimes even within minutes. Here's the catch: More than half of the
notifications get lost. I didn't get around to diagnose this issue, but
I don't expect adding further indirections to help.

BTW: Anyone can give it a stab. It happens on -devel, too, and the only
assistance you'd need from me is feedback if/when a message arrives.
