[Systems] $wgNamespacesWithSubpages

The LocalSettings.php config file for wiki-devel.sugarlabs.org contains this
line:

$wgNamespacesWithSubpages = array_fill(0, 10, true);

I don't remember setting or moving this line, but perhaps someone on this
list will have an idea on its value at the bottom of the config file.
