[Systems] Trac spam filter config change: no attachment snooping

Hi!

I've configured Trac not to scan attachments for BadContent matches. 
Never seen a SPAM attachment (only comments and wiki pages) and this 
isn't the first time regular users have been barred from posting patches 
containing LED.
The "Mark as ham" and "Mark as ham" buttons in the Spam filter 
monitoring log have no apparent effect, BTW. "Delete selected" only 
removes the entries from the log, not the changes themselves so that's 
not very useful either.
