[Systems] Filter spam on RT

SpamAssassin is flagging spam correctly on sunjammer, but there's
nothing between it and rt to filter out messages containing the
"X-Spam-Flag: YES" header.

We could either do it in the procmail (if someone knows how) or by
letting procmail filter email before delivering it to rt. For a tested
recipe, see sunjammer:/etc/mail/spam.procmail .
