[Systems] TICKET_EDIT_DESCRIPTION for all (authenticated) users

Hi!

I've just granted the TICKET_EDIT_DESCRIPTION permission to the
"authenticated" group in Trac. This lets all our regular users change
the description field (= initial ticket text).
Since notification emails are sent on these changes and Trac shows
a nice diff (though only online, not in the email) this should do no
harm. OTOH it allows users to correct typos etc. in their initial
submission (which is the first thing anybody will read) themselves.
