[Systems] Moving log parsing to aslo-proxy

Hi all,

Since we switched to proxy, we have downgraded download counts on web
node, so it requires moving log parsing stuff to proxy(as an option).
Another benefit of this moving is that we don't need to synchronize
parsing from several web nods.

I've created initial notes[1] for log parsing procedures but not sure about
accounts and paths. Also about log rotating.
