Niceness (process priority) is inherited. In the past, you couldn't 
raise priority once it had been lowered (with the usual exception of 
root / CAP_SYS_NICE). Since Linux 2.6.12 it can also be raised up to 
RLIMIT_NICE (ulimit -e) again, but only explicitly.

Doesn't this spawn happen on the slave anyway? For sugar-jhbuild to run 
with low priority, the slaves need to execute the bot with nice, 
changing priority on the master won't have any effect.
