[Systems] $wgFileBlacklist

MediaWiki apparently prohibits several file types for security reasons. See
http://www.mediawiki.org/wiki/Manual:$wgFileBlacklist.

Sascha had trouble with a Python file and Aleksey with an .xo file,
apparently some are also blocked (see also
http://dev.sugarlabs.org/ticket/1101).
