I believe that if have a Sugar/XO deployment, the XO will be used in
the medium of instruction (e.g. French). The deployment can be shown
how it can operate the XO in other locales and how it can set up its
own po files for a native language. This can put the process in an
educational context - having students explore how
English/French/Spanish strings can be written in a native language
and then how those translations can be seen in active use on the XO.<br>

I think the algorithm should focus on use of Sugar funds to enable a
localization. There is a lot of work required to enable localization
which now is being performed by Chris Leonard. We should do this to
enable a localization project. The only real skills that should be
needed at the deployment are localizers <br>
with a knowledge of the source language (English, French, Spanish,
...) and the target language (Malagasy). If there is no one to
support localization with these skills, it is probably not a viable
project.<br>

of algorithm: for example if the number of potential users
is lower than N then we could stay in a volunteer mode to
handle X translation. Else we could invest money to pay a
translation mission of X.</div>
<div>I've got a similar experience regarding our Malagasy
deployment. At first we heavily explored ways to translate
Sugar in Malagasy. We even started Malagasy localization in
volunteer mode. I guess we reached about 30% of localization
like this. But finally we understood that Sugar in Malagasy
will not help us to deploy more and that we have no money to
pay for it. Worse: most of people locally tell us that is
better to use Sugar in French on the field because French is
important for the curriculum… So we definitively stopped the
Malagasy localization.</div>
