In the case of the core Sugar interface and OS packages that's when the rpms are built. In the case of the Activities that's when they're bundled into the .xo files. Translations have to be pulled from pootle to be actually included. If you look at just about all the recent Activity releases they are all primarily to pull in updated translations. When exactly were the translations committed to <a href="http://translate.sl.org" target="_blank">translate.sl.org</a> that you are after. Trying a build of the newer OS could narrow down where the problem lies. Peter PS please ensure you post to appropriate lists, the fedora ARM list is not and has nothing to do with sugar translations.
