It is up to Walter, Rahul and Google.  In my opinion yes, you can
submit more than one.  But my preference is that you choose one.  Your
capability will be relevant to both those projects, so if we have two
candidates for one of them and none for the other, we may ask you to
do the other.  That scenario happened last year.

It is an ongoing process.  You should consider the ideas that are
published first.  If you have any other ideas though, please let us
know.

We have a priority entry.
https://github.com/sugarlabs/GSoC/pull/44 shows how a table with
priority column could be added.

I'm not sure we are fully agreed on priority though.
