[Sugar-devel] Unable to start collaboration on Ubuntu 18.04 VM

My guess is that the Sugar user key has not been regenerated.  If the
cryptographic key is the same on both systems, collaboration won't work.

Cloning is difficult to get working.  We had a checklist for what to
do.

As a test, install a new Ubuntu 18.04 VM.
