What should Image Viewer activity do when started without an image to
view?
* show the object chooser,
* show the images in the journal, or;
* show the object chooser and all images in the Journal (this is what
happens now),
Image Viewer is a non-favourite activity, so it is rare to see it in
the Home View - Favourites View (F3, ctrl-1) unless the user has
selected it as a favourite.
Image Viewer is started when viewing image files from the Journal,
Documents folder, or external media. A single image is displayed.
Image Viewer started without an image to view (Start new) displays an
empty panel with an object chooser button, and no matter which object
is chosen will display all the images in the Journal, with previous
and next image buttons to traverse the list.
This seems to be an unanticipated consequence of previous commits.

(begin by showing all images)

(present the object chooser if an empty image viewer journal object is opened)
