The meeting log seems to support the speculation that the election process has stalled.
Two and a half months passed without movement. When appointed the task, Mr. Holt gave a response the he would talk to ' Caryl Bigenho and others.' Since then, two more weeks have passed without public signs of progress from either Ms. Bigenhho or Mr. Holt.
