Probably swap.  I'm using swap, and you might not be.

I tried upgrading packages eight at a time.  The problem went away
with an upgrade to several packages and _then_ libicu, but when I
reinstalled and tried only libicu the problem did not go away.  This
makes me think there is more than one package involved.
