According to
https://fedoraproject.org/wiki/Using_the_Koji_build_system
you need to be a Fedora package maintainer. And according to
http://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group
you can become a maintainer if someone sponsors you. I think Peter
sponsored me. You should ask him.
