[Sugar-devel] Wrong locale in TurtleArt (sugar-build)

Can you please try reinstalling TB 190 directly from
activities.sugarlabs.org? I have tried it in a number of environments
and the French translations are present. Could be a bug in the debian
package (which I have not tested).
