[Sugar-devel] [sugar-build] Command line change

The command line changes are mostly a side of the code changes I made to
make it possible to use the bulk of sugar-build in non-sugar projects.

I didn't expect things to regress this badly and I'm afk at the moment so I
can't do much. Is python 3 the default on your distro? (It's a weird error
but it happens on the buildbot so it should be easy to debug when I'm back
on a keyboard).
