No, I don't think this is a recent change, its been this way for a long time. Your question though is good because it illustrates the merit of the proposal. The current behaviour is counter intuitive. Copying/downloading to Journal installs but deleting from Journal does not uninstall. Strangely, deleting from the Journal details view does uninstall or prevents the install when you arrive there from 'show in journal'.

Sugar should make the process understandable, not black box, I support the proposal.
