I've managed to reproduce your error, it seems that you didn't follow
http://wiki.sugarlabs.org/go/Platform_Team/Guide/Sugar_via_Sweets#Installation
instructions in case of installing PackageKit. Try

    sudo apt-get install gnome-packagekit

and rerun sweets command. It should popup password dialog, and, after
being succesfully authenticated, it will install all missed deps.
