For what it's worth: Digging through git commits, dotted version number support was added by commit c7a80a (November 2010) and first released in Sugar 0.92.0 (February 2011). The patch was landed as a fix for ticket "Implement dotted activity versions to sugar" #2425 [1]. The first official OLPC release with this change was 11.2.0 build 874 (July 20011), though not a feature I could find mentioned in the release notes [2].

We should not be using dotted version numbers for activities intended to be installed at deployments running builds older than Sugar 0.92.0.
