It is debatable here if XDG_CONFIG_HOME should be set by the
distribution or by sugar itself. Same issue with XDG_DATA_HOME and
XDG_CACHE_HOME. I wonder if sugar should set these to be inside the
profile if they are not set. Maybe it's a better default given most
people are running sugar along another desktop (OLPC, developers...).
