I tried the patch, and found the following details to fix:

* The makefiles should list config.py as shown in the attached patch.
* The country list is sorted by country name in the local language,
but shown in English (e.g. Egypt, Spain, Ethiopia)
* The panel has horizontal scroll bars, probably because something not
visible is too wide
* The panel may show a vertical scroll in some languages, probably
because the text block is too narrow
* The panel takes about two seconds to load (on a XO1.75), this allows
to click on the icon several times, making the problem worse. It
should go blank (or better show a loading icon), process, and then
show the form.
