Yes, the idea is to do this theme change in Sugar land.

I think that the color changes in Gary's third proposal will suffice.

Yes, this was discussed.  The rational for "always show tabs" is that
the activity looks always the same.  Firefox is doing that way.  If
you need more space, you can switch to fullscreen in the View toolbar.
 Maybe the tabs should be hidden in fullscreen mode?
