I think you both have points worth investigating.

I do see a disturbing lack of pootle commits ad Gonzalo points out.
On the other hand, even in langs where MO files exist on the local
machine, the L10n does not show.

I will look into the Pootle side of this issue, it is always possible
it could be causing downstream effects causing the MO files to be
useless.  That would be a nice solution as the strings are still
waiting in Pootle and we could just re-commit them.
