Peter, Chris thanks for reporting

It seems that the w.po template has an invalid content type.

 "Content-Type: text/plain; charset=CHARSET\n"

should be

"Content-Type: text/plain; charset=UTF-8\n"

I've seen this before in some templates generated by genpot, but haven't
been able to reproduce it.
