I recently engaged in conversation with the GNOME L10n lead and got an offer
of help with developing new locales if we need it.  This is something
Sayamindu and Walter dealt with in the past, but I never learned much about
it.  I'd like to learn some more so we don't end up with L10n strings we
can't use (because of missing locale).
