Release notes:
This is the first post-0.90 release of Turtle Blocks.

Enhancements:
* reskinable turtle (#2353) lets you use the turtle as a sprite for creating animations
* updated Tamil, Spanish (#2359), and German translations
* expandable two-argument blocks (#2330, #2336) for enhanced block layout
* added locale support for decimal_point rendering, e.g., 1,0 in DE, 1.0 in US

Bug fixes:
* setxy honors pen up/pen down (#2358)
* updated samples to take advantage of #2330 and removed extra turtles
* removed import numpy to fix #2313 and #2314
* fixed rounding error that prevented max value from being returned by
  random (#2380)
