Hi Kenny,
I would say that if our colleagues at OLPC say that the performance is
good enough, we don't need to improve on that.
I think to remember that it took more than one second, but maybe some
optimization came in the meantime, Sayamindu may have something to add
as he's the author.
Answering your question, the cursor would be changed to busy when we
start loading the languages, and go back to the arrow when the
languages have finished loading or the user exits from the control
panel section. This may help if you haven't seen it yet:
