What's the authoritative time? 10:30am or 02:30 UTC?

I could attend at 15:30 UTC (= 10:30 EST), but not at 02:30 UTC.

It would be great to hold Design Team meetings regularly (bi-weekly or at least monthly). We have already queued up a lot to talk about again.
