[Sugar-devel] [DESIGN][FEATURE] 3G modem support

Here is a mockup of the panel with a proposed icon and a few visual
tweaks, as promised. Sorry it took a week to find the time. I'm happy
to export any of the icons shown as needed, once a design is agreed
upon.
