I'll try and move plot, deg, sci, decimal places back up to the  
primary today, but I was hoping to share identical code with old  
toolbars vs new toolbars – need to see how minimal I can make any  
code duplication if I split up this toolbar.

No not at the moment, though if you want to file an enhancement trac  
ticket I could take a look and see how invasive it is to add for a  
future release.
