[Sugar-devel] RFC: Kill the delayed menus for good

I've just tried an equivalent of this patch on OLPC build 802 on an
XO-1, and it feels much more responsive.  It affects all mouse-over
menus in Sugar.  I'm adding it to my list of patches that improve
performance perceptions.
