It took me a while to get this, but now that I understand it, I like it.

The basic idea is to make the current palette appear with no delay on
rollover, but not directly under the cursor.  The user is not dissuaded
from clicking on the primary icon, which remains accessible, but the
secondary options are also immediately visible.

The obvious problem with this is that the palette may cover another nearby
icon, preventing the user from accessing it.   A simple solution, in the
circle view, would be to make the palette always pop "out", away from the
center.  Michael proposes a more aesthetic solution, changing the geometry
of the palettes to curve around the outside of the circle.
