Try putting something like this in your /etc/sysconfig/keyboard file:

KEYBOARDTYPE="pc"
KEYTABLE="us"
LAYOUT="fr,us"
MODEL="pc105+inet"
OPTIONS=""
VARIANT="azerty"

Disclaimer: I haven't tried this and am mostly guessing.
