We haven't really determined one yet.  At the moment, suffice to say
that the 'Source' packages should come with all source code required
to build binary blobs, plus some kind of Makefile.
Simply doing 'setup.py dist_source' or 'git archive' should do this,
assuming all the source code and Makefiles are checked in to Git.
OTOH for .xo files, the 'setup.py dist_xo' should be used as it reads
the MANIFEST, which includes the binary blobs.
