Since the last development release 0.83.6 You can find all the changes 
that made it into each development release on the release pages linked 
at http://sugarlabs.org/go/DevelopmentTeam/Release/Roadmap#Schedule

Release notes for the 0.84 release (all the features that went into 0.84 
since 0.82) - with 'user visible' changes will follow soon as well.
