There's an XML-RPC plugin [1] that seems to be complete enough (though 
potentially buggy) for regular bug juggling. A very minimal XML-RPC 
based client [2] provides interactive CLI access.
Note: I have not tried out any of these yet as I'm more interested in an 
asynchronous (i.e. email based) interface.
