Yes, if the toolbar tag button is deemed another scary button too  
many, and we still want the functionality, it could be placed in the  
search field magnifying-glass with minimum impact for a novice user  
(they just wouldn't find it until shown, or curious). See the Safari  
browser search field for reference. Apple use a magnifying-glass with  
a very small disclosure triangle that reveals the search history, we  
could have the same in Journal reveal a sorted tag list/cloud.

I guess you could have the same sorted tag list/cloud palette appear  
for either a click of the magnifying-glass, or when typing, as you  
typed you'd get the auto-complete suggestion, and the tag list would  
visually filter the matches shown. That would really be quite some  
serious coding effort though!

Yes, browsing/navigation of existing tags without typing will go a  
long way to getting folks to actually use them, especially out target  
demographic. Though this feature can initially be left off and, added  
at a later date.
