[sugar] tamtam in jhbuild

The reason there are issues for TamTam and jhbuild is csound. Csound  
doesn't install by default in jhbuild and thus TamTam becomes moot. I  
thought we had a partial solution working for a while but apparently  
not. I will look into it...
