[sugar] Triaging Glucose bugs

I went through almost all the Glucose bugs. Left to do:

* Tomeu has some more tickets to go through.

* Redistribute tickets.

* Many tickets are marked as "Retriage". I asked Eben to go through
them since they mostly require evaluation from the user experience
point of view. Everyone is welcome to have a look and give an opinion
on priority and target milestone though!

* Many tickets has a needs-testing keyword. Please help out to verify
if they are still reproducable in the latest olpc-3 builds.
