[sugar] COPYING files

Hello,

are the COPYING files for GPL activities missing from the bundles in 
order reduce the size of them?

I have been uploading a few activities to the main Ubuntu archives and
was told by the admins that such a license file accompanying the tarball 
is desirable.

There is at least one activity - turtleart - that has no copyright 
information at all, could something be done in that case too?
