I don't know if Browse uses MOZ_PLUGIN_PATH, but the Firefox activity 
definitely does, see

The system plug-ins directory for both Browse and Firefox is 
/usr/lib/mozilla/plugins but I'm sure they check other directories with 
or without MOZ_PLUGIN_PATH set.
