rt works like that.  Debian's bug tracker uses a new <bug
number>@bugs.debian.org address for each bug, and cc's it on all
automated correspondence regarding the bug.  So email responses-to-all
get added to the bug tracker, and you can email additional information
regarding to bug to <bug number>@bugs.debian.org and its archived and
all those watching the bug get copies.
