Hi Bert, there hasn't been any conscious policy change, it has been
agreed since a long time that big, potentially disruptive changes
should be reviewed before landing in master.
The reason for this flood of patches is that Marco has been busy with
other non-sugar stuff, so I have been working on the shell redesign in
my private tree and since the last week we are working on landing it
in master.
Eben has also been working on this alternative shell redesign, so our
private trees have been sync'ed frequently.
So the idea is that the author of the patch tests it, submits it for
review and pushes to master when the other people agree.
Some discussion happens on #sugar, but most of it should be in this ml.
