[sugar] pycairo automake/aclocal version detection buggy

It does a string comparison to check is the version is higher than
"1.9", which unfortunately means that on recent distributions with
automake 1.10 the test fails. I'm currently just setting the min
version to 1.10, but presumably one needs to split the major and minor
numbers and compare them as numbers.
