[sugar] GUI for sugar-control-panel

There will be an integrated control panel in time.  There was a
preliminary sketch for one on a ticket that's since been closed
(http://dev.laptop.org/attachment/ticket/3239).  A graphical version
was always the intent and will appear in a future release.
