In general the software package does not need to "know" which specific
locale it is running in. If the program has been internationalised
(configured in such a way so that local data have been parameterised)
and then localised (translated, etc), then it should work in the local
language respecting the system-wide locale setting, as given by the
paramenter LANG (and/or LANGUAGE).
