[sugar] sanity check on jhbuild

sanity-check is not actually necessary and it hurts more than help in 
his current status. We should remove it from the wiki instructions. We 
need to fix it up and there is a ticket open about it, contributions 
appreciated :)

For now just go ahead and "sugar-jhbuild build".
