[SoaS] Fix Startup issue with F35 SOAS

There's a fixed Fedora 35 SoaS ISO at 
http://download.sugarlabs.org/soas/Fedora-SoaS-Live-x86_64-F35-20220211.iso 
which I have confirmed is working as expected.

The above ISO is 1.2 gigabytes in size.
